Abstract
  • This paper takes a longer term look at the implications of measures to switch from institutional to community care, and the future role of carers. Tentative steps are being taken to forge a new relationship between formal and informal care systems; this report continues the debate into whether these are the right steps being taken. Many of the issues raised by the author began to emerge during research for "A New Deal for Carers'.
