Abstract
  • This paper is not intended as a critique of government policy, but rather as an exploration of the opportunities and constraints inherent in that policy and some of the processes which may be required to put the policy into effect. A fundamental tenet of this paper is that the needs of service users are paramount. Effective inter-agency collaboration between the health service, social services, housing agencies and a range of voluntary and private organisations. It also offers some thoughts as to the processes required to develop those relationships and ideas on how such change can be led. It is one of a number of King's Fund publications addressing issues of immediate concern in the development of community health and social care.
